Accessibility requirements by state

Procurement obligations are not the same everywhere. The federal baseline binds every jurisdiction; 46 of the 51 also maintain a standard of their own, and in 11 of those the rule reaches the technology the state buys — not only what it publishes.

Two federal requirements bind every jurisdiction on this page.

ADA Title II

WCAG 2.1 Level AA

Covers the web content and mobile apps of state and local government, whoever built the software. Software bought today will still be in service on the deadline, which is what makes this a procurement question rather than an IT one.

Section 508

Where federal funds reach

Governs federal procurement and a great deal of state and local spending through federal funding — including most public universities. It incorporates WCAG 2.0 Level AA and adds chapter requirements WCAG never covers.

  • Chapter 3 — Functional Performance Criteria
  • Chapter 5 — Software
  • Chapter 6 — Support Documentation and Services

All 51 jurisdictions

A dark tile marks a state with its own indexed policy. Every entry cites its source — and where no state policy is listed we say that, rather than telling you there is none.

51 jurisdictions shown

Entries for the 46 jurisdictions with a standard of their own come from two passes: Section508.gov — State-level Accessibility Law and Policy, reviewed February 2025, which covers 17 of them; and a review of each remaining jurisdiction’s own statute, regulation or policy page in August 2026. Each state page says which source its entry came from and links to the jurisdiction directly. General guidance for procurement planning, not legal advice — verify against the statute or policy that applies to your entity.
